This article has the best explanation that I could find about how the proposed amendment was defeated.  It's from a weekly NY gay paper: http://www.gaycitynews.com/gcn_523/25yearstotheday.html .  As usual I'm disappointed by Hillary Clinton's silence around the issue, although a NYC council speaker claims Clinton was busy behind the scenes.

It is a relief.  It can be reintroduced in a couple of years, but hopefully things will have moved along more by then.  J

I sure hope so Juan. I am getting tired of this. I guess just about every gay man and women in the U.S. is tired of it. :(
