Hi, Jack! No, the deflated inflatables isn't just an Arkansas thing. They're lying deflated all over my neighborhood in PA during the day.
I think the electric light switch has to be on to keep them inflated, and most people probably don't want to waste energy on their lights during the day. At least that's what I'm guessing.
But I agree, they look terribly depressing when they're flat.
I've never seen a Santa ferris wheel, but it sounds neat.
