Kelda:
Toni and Dallas didn't get their passports in time after losing them in Russia. (well I should say Dallas as Toni had hers on her) Dallas' passport was handed into the US embassay the next day so they were able to make the finale party with the cast about 12 hrs after Nick and Starr won (if it hadn't been handed in they wouldnt have got another passport for a few days) but weren't able to make it to the finish line in time.

So in other words even if they would have somehow beat Ken and Tina to make the final three they would have still been stuck in Russia :'(
