Yes.

The brief mention of it made them sound so similar that my first thought was that one was a copy of the other--the British being a copy of the cartoon created by the American Hank Ketcham.

But "copy" wouldn't necessarily be the correct term, as I've learned that the Ketcham cartoon is widely syndicated, so that the British version might be a syndicated version of the Ketcham cartoon, but apparently that's not the case.
