No, in the left background above, that's Holster (he's 6'-4", from Buffalo NY) of 'Ransom and Holster' fame (Ransom, next to Jack in the same image, is 6'-2", and, I think, from Toronto (or Ottawa?--but is definitely Canadian), the attached-at-the-hip practically twins who live up in the attic (bunk beds) in the hockey frat 'Haus' (or at least until they graduated last month, 2016, in Ngozi's fictional timeline; Bitty graduates next year, 2017). Ngozi says that every Summer, Holster stays with Ransom with Ransom's family after they have a raucous time at--Niagara Falls??
(in the cut off bubble, Holster is saying "Me! Me!")
By the way, bad labeling in the drawing below--Ransom is the black guy on the right, Holster is the white guy on the left.
Up at the top image, you're right--why is Holster seemingly concerned/upset? Is he--jealous??
FYI, Ngozi says that the two are straight, but at least once (or twice) when they were completely drunk, they made out--but next day were very uneasy and unable to look at each other in the eye--well, quite--like this:
HOWEVER, the fanbase has decided that (like Dex and Nursey!) Ransom and Holster are having a torrid love affair and eventually get married--in fact, in one fanfic story, they get married before graduation, outdoors on the Samwell campus, and Bitty caters the wedding luncheon at the Haus.
One of these days I've got to post some of these Ransom and Holster drawings and stories, but for the moment, there's this (sorry this is rushed, I'll add labels and direct links after the crazy weekend):

Ha! I love poutine too, but--not in fucking July! November through February (especially February!) is divine! :D :laugh:
