I don't have to take the quiz...I am a VERY dumb American...actually you can substitute any nationality there.

Actually, I know this one...the correct answer is Delaware, which was the first of the original thirteen colonies to ratify the American Constitution (in 1787, I believe).

Jude, I don't think it can be Virginia, because it was (is?) a Commonwealth, as are Massachusetts and I think Connecticut. Which leaves Delaware by default. (I think.)

It wasn't on the list, but I think Kentucky is a commonwealth too. :D
