I also voted for glass blowers tool. I seem to recall seeing something very like this in a documentary on glass blowing recently. The wide pincers at right molded the molten glass and the clippers at left cut off the excess, unwanted glob of molten glass. That's my guess.

You know what? I just looked at that picture again, and it looks like something they would use to pull teeth. But it's too big for that, isn't it? I think it's a surgical tool.
