I don't think anyone starts out to cause other people harm...I think they either think what they do don't matter or that it doesn't effect other people...

(well, unless they are sociopaths...and they are few and far between...unfortunately they seem to appear in powerful positions where they can cause the most damage...Hitler, Pol Pot, etc..)
