The Bostonians are better equipped to answer this than me, but basically, as I understand it, Filene's was a famous old Boston department store, and Filene's Basement was kind of like its bargain place.
I think Scott's reference to hiding under the bargain wedding gowns refers to when Filene's put its stock of wedding gowns on sale, and they would open the doors to women looking for wedding gowns in what was known as "the Running of the Brides." ;D

You got it, Jeff! One wanted to stay far far away from Downtown Crossing on that day! :D

A note to those who did not make it to the 21st century:
For those of you that didn't make it:
The continued calling it Twentieth Century Fox.
The year after, when it officially began, was called Two Thousand and One.
The general consensus is forming to bring back "Twenty",
When we hit "Ten".
Oh yeah, the Y2K thing.
It was over rated, but a lot went into heading it off.
And we are gradually back to using two digits for the year,
again.
The world didn't end,
But damn it changed.
Things happened we never imagined,
But should have.
The summers got hotter and longer,
The price of gas went out of control,
Reagan finally died,
But I saw Carol Channing on TV the other night.

How'd she look? I saw her on her last tour in Hello, Dolly! back in the Gay (19)Nineties. :D
