Funny that you mention that. I thought about how the situation might be in the US, while I was shovelling today.
There's a reason why everybody keeps shovelling so neatly: we have to. Every person is responsible for the sidewalk in front of their house & grounds. If you don't keep it snow and ice free, and someone slips, falls and gets injured, you are held liable. Same goes for slippery leaves on the ground in fall.
If you don't shovel and an elderly woman slips on the sidewalk in front of your house and breaks her femur; you'll pay for the rest of your life.
If you do shovel, but not often enough/carefully enough, your insurance will probably pay (if you have a personal liability insurance, that is).
If you shovel often and periodically, do as much as you can to fulfill your duty, but someone slips anyway, you're out of liability.
That's pretty much the rule of thumb how German courts judge normally. The lawmakers demand very much from house owners and renters. For example, if you have a job and are away from home all day, it doesn't excuse you from your duty. You have to share duties with your neighbours or pay a service business to shovel for you while you're away.
How's the situation in the US?

It's still snowing here. It started last night at 3:30am (the newspaper lady told us) - and it didn't stop since then! :o It's 9pm now.
I see more shovelling in my near future ::).
