As bumbling as Maxwell Smart was, you just couldn't help feel sorry for him. Don Adams pulled it off well.

I actually think Steve Carell has that quality, too. Even on The Office, where he's playing the world's biggest oafish boorish clueless jerk, he makes the character somehow sympathetic and even, occasionally and briefly, likable.
