I don't get it. I see women walking around in high-heeled sandals in the dead of winter, no stockings of any kind, and I think, "My feet would be freezing!" ???

Since you know some German: Wer schön sein will muss leiden (No pain, no gain). That's what girls are told from early on.

Well... it's sort of a personal decision about what kind of discomfort one prefers. To some women stockings are almost unbearably annoying and uncomfortable to wear... and some would prefer to be warmer in colder weather and put up with the stockings.
It's an interesting dilemma. Tall boots are often a good way to find a middle ground.
