It's clearly some kind of route planner, it shows detailed driving directions.
Therefore some of the above possibilities are possible. But it's so detailed it wouldn't make sense if it were meant for any kind of "public" use, meaning providing route directions at radio stations, rest areas, AAA offices, etc.
It's one specific, very detailed route for one driver. Therefore navigational device.
I guess it was used by transport companies (or the transport department of some company) when they sent out their truck drivers.
A secretary/office worker planned the routes for several truckers individually, typed it, put it into the box and handed it to the drivers in the morning when they began their work. Next day, another roll of paper, describing another route, can be placed in the box.
I'm already building a shed for my lamb, just so you know David. ;D
