Well, I tried to earn that cookie by Googling the phrase.  I didn't find it associated with a movie, but discovered a lot of people use it, though I never heard it til now.  :)

Ah, goadra wins the cookie!  It was in fact "Clueless," spoken by a character named Summer at the end of a valley ("val") party.  Do you prefer Tollhouse or oatmeal raisin?  :)

And that's a good point about the military.  Scary, too, but it doesn't surprise me a bit.
