Well, four+ years on, the billion-dollar project never did come to pass.  

The only noticeable development is the warehouses that make up Jack's alley are occupied, including the friendly Cafe Rosso, photo taken July 2011:




Certainly no high rises, and sadly, no plaque either.

Has anyone organized to get a plaque put up?  (I'm hoping some of our Canadian members will know).

If the warehouses are being used and the development didn't happen I'm not sure that's a bad thing -- from a Brokie's POV that is.  People in Calgary certainly might have another perspective.
