It was an old time record player, that worked by cranking it.

Well, when all other clues are discounted, what you have left is the truth. (Sherlock Holmes said something like that).
Looks like someone would wind a strip of thin metal through, and it would come out fluted, like a clarinet reed.

So ... It can only be a tool used to shape clarinet reeds.
