Could be Jack's, could be John's, could be hers.  I don't think there's any way of knowing.

A great wardrobe choice though — the shirt + sweater over her dress echoing the pair of shirts that awaits Ennis.  As if she dressed that morning and planned it as a clue for Ennis.  (No way of knowing that either, but it's a nice thought.)

Mrs. Twist's cotton top above her dress and under her sweater certainly does look like a shirt.  However the item listed on the charity sale was described as a vest.



"This outfit, which includes a SWEATER, VEST, DRESS, RING, WATCH, and a pair of SHOES, was worn by the character JACK'S MOTHER (ROBERTA MAXWELL) ... "

You know, after several viewings I noticed that shirt and decided it was Jack's.  But looking at the photo above, of the actual garment, it buttons like a woman's shirt, not a man's.

Just whose shirt Mrs. Twist was wearing was one of the questions in the back of my mind that I had forgotten all about until today.  Now I know the answer.
