One of the negative aspects with food stamps is that they must be used for food.

So someone with food stamps can buy cupcakes, chips, doughnuts and crappy stuff, but they can't use them to buy soap, shampoo, diapers, or other necessities.

Well, there are other programs for things like that. WIC is one.
Foodstamps are great for people who actually need them.
However, as is the problem with many facets of our society, those who are getting them actually have to be responsible.
