I googled "holiday decorators," and they are a thing. Mostly they seem to be for Christmas, but there's no reason he can't expand his services to other holidays. Halloween has become such a Big Deal that I'd bet he'd have takers.

Living room lights. Left window is a bat. Middle window is a flag with ghosts and jack 'o lanterns, with orange, purple, and green lights around the perimeter, and the window on the right is a ghost.

Pillows on sofa, and the coffee table. The orange item in the middle is a wax melter. Not specifically a Halloween one, but it is an autumn activity. Wax in it now is pumpkin spice scented.
