"Tap that" is slang for saying you would "do" someone.

The elf is basically saying he'd fuck Mrs. Claus.


Tell him when l come up to him and ask to play the record, l'm gonna say: ''Voulez-vous jouer ce disque?''
'Voulez-vous, will you kiss my dick?'
Will you play my record? One-track mind!

I first heard "tap" used in the movie Knocked Up.  Craig Robinson's character said it about (and to) Leslie Mann's character, when he was the bouncer/doorman at the hip club, and she is the "old" woman trying to get in.  He says something like, "Personally, I'd love to tap that ass, but I'm only allowed to let young women in the club."
